Linda Rosenberg, MSW
President and CEO

Linda Rosenberg leads the National Council for Community Behavioral Healthcare and its 1,300 members in treating 6 million children, adults and families with mental illnesses and addiction disorders in communities across the country.

A certified social worker, as well as a trained family therapist and psychiatric rehabilitation practitioner, Rosenberg has extensive experience in hospital and community psychiatric treatment and rehabilitation programs.

Prior to joining the National Council in August 2004, Rosenberg served for seven years as Senior Deputy Commissioner for the New York State Office of Mental Health. She led the implementation of evidence-based practices for adults and children, tripling New York's assertive community treatment capacity, initiating a major expansion of children's systems of care services, and developing an extensive array of housing options for people with serious mental illness. She also implemented a network of jail diversion treatment programs and was instrumental in the opening of New York's first mental health court.

Working with schools of social work throughout New York State, Rosenberg promoted and supported curriculum reform introducing evidence-based practice courses and recipient and family education programs. She holds faculty appointments at several schools of social work and serves on numerous agency and editorial boards.

Jeannie Campbell
Executive Vice President

Jeannie Campbell serves as the chief operating officer of the National Council for Community Behavioral Healthcare, leading the administrative and fiscal management of the organization as well as overseeing the member services, communications, public policy and practice improvement functions.  Campbell is particularly focused on bringing learning innovation to  National Council members, helping to improve both their clinical and business practices.

A veteran of the U.S. Navy, Ms. Campbell also leads the National Council’s efforts to improve healthcare for veterans. She spearheads many National Council’s initiatives around the coordination of primary and behavioral healthcare services, and orchestrates the National Council’s Annual Conference, the field’s premier training and networking event.

Charles Ingoglia, MSW
Vice President, Public Policy and Technical Assistance

With more than fifteen years experience in behavioral healthcare, Charles Ingoglia has worked as a provider, advocate, and educator for government and public sector organizations at the national and local levels.

In his current role as Vice President of Public Policy for the National Council for Community Behavioral Healthcare, Mr. Ingoglia directs the federal affairs function of the nonprofit trade association as well as its policy and technical assistance outreach to more than 1,300 member organizations across the nation. Most recently, his efforts have centered on key issues such as Medicare Part D, the service implications of the federal Deficit Reduction Act, provider/physician reimbursement, the emergence of electronic health records, and the coordination of behavioral health and primary health care.

Prior to joining the National Council, Mr. Ingoglia provided policy and program design guidance, including the review of state Medicaid Waiver applications and other HHS regulations, to the Center for Mental Health Services at the Substance Abuse and Mental Health Services Administration under the U.S. Department of Health and Human Services.

His previous experience also includes directing state government relations and service system improvement projects for the National Mental Health Association, serving as a policy analyst for the National Association of Social Workers, and designing educational programs for mental health and addictions professionals for the Association of Ambulatory Behavioral Healthcare. In addition, he has worked in a transitional shelter with homeless persons and provided individual, group and couples counseling at the Whitman-Walker Clinic in Washington, DC.

Long committed to social service and education, Mr. Ingoglia also spends his time as adjunct faculty at the George Washington University Graduate School of Political Management and as a volunteer with local social work and youth health organizations.

Tom Willis
Vice President, Finance and Administration

Tom Willis came to the National Council in 1979 and assumed his present role of Chief Financial Officer in 1982. He has served under all five CEOs that the National Council has had since its inception and has, over 28 years, filled varied roles as the National Council's needs evolved — he has served as editor of National Council News, the National Registry of Community Mental Health Services, and Community Mental Health Journal. He also coordinated the 1983 Annual Conference and served as Interim Director twice during CEO vacancies.

Working with church volunteers, committees, and community groups for 14 years before joining the National Council prepared Willis for an association that values volunteer leaders and community partnerships. A BS in Music Education from Auburn University and a graduate seminary degree may be unrelated to accounting and budget reports, but along with organizational history, Tom contributes perspective to the finances and internal administration of the National Council.
